全体留学生：
2025学年秋季学期公寓外住宿申请审批工作自即日起启动。现将具体工作布置如下：
一、申请条件
（一）学生符合以下条件可以申请校外住宿：
1、因身体等原因不适宜在公寓集体居住的；
2、学院认可的其他原因。
（二）有以下情形之一者原则上不得申请校外住宿：
1、已校外住宿的，有《三峡大学来华留学生公寓外住宿管理规定》第十条规定情形的；
2、新申请校外住宿，以下情况不予批准：
（1）大一学生；各类进修生、交换生；
（2）因违反校纪、校规受到纪律处分的；
（3）因故欠缴学费的；
（4）经常缺课，学习及生活习惯较差的；
（5）有不文明行为受到投诉的；
（6）学院认为其不适合校外住宿的。
3、目前已申请校外住宿的老生，如住校外宿地址未发生变化，只需要重新提交一份《三峡大学来华留学生公寓外住宿申请表》。如更换校外住宿地址，请参考下述办理流程重新提出书面申请。
二、办理流程：
（一）申请者本人向国际学院提出书面申请，申请材料如下：
1、《三峡大学来华留学生公寓外住宿申请表》；
2、《三峡大学来华留学生公寓外住宿安全承诺书》（英文）；
3、《出租户安全承诺书》（中文）；
4、学生家长知情同意书（英文）；
5、学生护照、居留许可复印件；
6、房屋租赁合同原件、复印件（原件在学院核查后退还）；
7、房产证或购房合同复印件；
8、房东户口簿、身份证复印件。
《知情同意书》须家长签字传真，或签字扫描件。
（二）国际学院对学生申请资格、申请材料进行审核；留学生辅导员对学生租住房屋现场查验；材料审核及安全评估合格的，学院签署审核意见；
（三）留学生公寓管理办公室备案。
三、工作要求：
（一）学生租住地必须为学校（进入实习阶段的学生为医院）附近安防（技防、物防、人防）规范的小区，其基本要求如下：
1、距所在学院教学楼（或医院办公楼）步行30分钟以内；
2、租住地有统一的出入口，消防设施完善（灭火器、消防卷盘等）；房屋入户门建议为防盗门；
3、房屋内不允许存在私接乱拉电线、门窗失修、电线老化、存放易燃易爆物品（包括但不限于煤气罐、煤炉）、使用直排式热水器、用气场所通风不良等安全隐患。
（二）本学年已在公寓外住宿的学生如需继续校外住宿，按以下情况办理：
1、不变更居住地的，须重新提交《三峡大学来华留学生公寓外住宿申请表》、有效的房屋租赁合同原件、复印件。
2、变更居住地的，按新的申请程序办理。
（三）材料报送时间：2025年9月25日下午5点前，请申请校外住宿的留学生将相关纸质材料提交至国际学院J-1502办公室。
（四）经批准在公寓外住宿的留学生应在入住租住房屋24小时以内和房东持房屋租赁合同、出租户安全承诺书、学生护照、居留许可和房东的户口簿等材料，到租住房屋所在地的派出所办理临时住宿登记，并将《临时住宿登记证明单》和办理好的申请材料复印件提交所在学院备案。

Notice on Applying for Living Outside University Dormitory for Academic Year 2025 of Autumn Semester
Dear international students：
The application for living outside university dormitory for Academic Year 2025 of Autumn Semester is launched from today. Please organize the students to apply through your college. The specific requirements are listed as follows:
1. Applicant Qualifications
(1) Student who meet following criteria can apply for living outside:
① Not suitable for living in dormitory due to physical reasons;
② Due to other reasons, which college approve.
(2) Student who has following situations cannot apply for living outside:
① Student who have been approved to live outside university dormitory with the following circumstance mentioned on the No.30 (2025), Article10 of Regulations of China Three Gorges University on the Management of Living Outside University Dormitory of International Students.
② Student who is with following circumstances:
a. first year students; exchange students, visiting students or short program students;
b. students who have gotten punishment for violating school rules and regulations;
c. students who do not finish the school fees payment;
d. students who are always absent class, or have poor study and living habits;
e. students who are complained about uncivilized behavior by others;
f. other reasons which college considers unsuitable for living outside.
(3) The current has applied for living outside, if the address of the living outside has not changed, you only need to submit a new “Application Form of CTGU International Students Living outside University Dormitory(in quadruplicate)”. If you changed your living outside housing address, please refer to the procedures below to submit a new written application.
2. Application Process
Student who applies for living outside university dormitory is required to go through the following application procedures.
Step 1 A written application with the following materials shall be submitted to the International College in person:
1. A handwritten Application Form of CTGU International Students Living outside University Dormitory;
2. Safety Commitment of CTGU International Students Living outside University Dormitory (in English);
3. Landlord's safety commitment (in Chinese);
4. Informed Consent from Parents (in English);
5. Photocopies of the student’s passport and residence permit;
6. Original and photocopy of house-leasing contract (The original will be returned after verification by the college);
7. Photocopy of the House Property Certificate or the House Purchase Contract;
8. Photocopies of the Household Register and ID card of the landlord.
Informed Consent from Parents (in English) should be signed by parents by fax or scanning copy.
Step 2 International College shall review the eligibility of the applicant (for details, please refer to Regulations of China Three Gorges University on the Management of Living Outside University Dormitory of International Students) and the application materials, and Student counselors check students’ rental housing on site. Only after passing the evaluation of application materials and security assessment, can the college provide the evaluation opinion with their endorsement.
Step 3 The Dormitory Management Office put on records the application.
3. Related requirements:
(1) The rented housing must be in residential quarter nearby the university (the hospital for students who is going to carry out clinical internship from the coming Fall Semester) with standard security protection (technical protection, physical protection and personnel protection) measures. Basic requirements are:
a. The distance between the rented housing and the office building of the college or hospital shall be within 30 minutes on foot.
b. There should be standard entrance and exit, complete video surveillance system and fire-fighting equipment (fire extinguisher, fire hose reel, etc.). House door is recommended for security door.
c. There should not be possible security threats like mis-connection of electric wire, un-repair of doors and windows, aging of electric wire, storage of inflammables and explosives (including but not limited to gas tank and honeycomb briquette), direct-gas-exhausting water heater, and under-ventilation, etc.
(2) Student currently living outside who want to continue living outside university dormitory in Academic Year 2024-2025 shall reapply accordingly:
a. If rented housing would not be changed, submit the Application Form of CTGU International Students Living outside University Dormitory and original and photocopies of valid house-leasing contract.
b. If rented housing would be changed, submit all application documents as new application.
(3)Submission time:
International students applying for living outside should submit relevant paper materials to Office J-1502 of International College before 5 pm on September 25,2025.
(4) Student who has been approved to live outside university dormitory and the landlord are required to go to the local police station to register and fill out the Registration Form of Temporary Residence within 24 hours after the students’ arrival in the rental housing with the house-leasing contract, landlord’s safety commitment, the student’s passport and residence permit, the landlord’s household register, etc. A photocopy of the Temporary Residence Registration Certificate (sample attached) from the police station and the stamped application materials shall be submitted to the college for records once you received. Please claim all the forms from your college.
